Every September, NYC property owners must renew their Multiple Dwelling Registrations (MDR) with HPD. The 2026-2027 deadline is September 1, 2026, and the registration portal is now open. Get ahead of the August rush by completing registration now.
Who Must Register
All residential buildings with 3+ units, hotels, transient residential properties, condos, cooperatives, and 1-2 family homes where the owner doesn’t reside.
Penalties for non-compliance: $500-$1,500 for small buildings; $1,000-$5,000 for larger buildings
Additional consequences: Cannot pursue nonpayment actions in Housing Court, cannot certify violation corrections, will receive Orders to Register violations.
The Two-Part Process (BOTH Required)
Part 1: HPD Form
- Complete registration in HPD’s PROS (Property Registration Online System)
- Print the completed form
- Obtain owner and managing agent signatures with dates
- Mail signed paper form to: Department of Housing Preservation and Development, Church Street Station, PO Box 3888, New York, NY 10008-3888
Part 2: DOF Payment
- Pay $13 annual fee to Department of Finance (NOT HPD)
- Mail check with BBL information or pay online at nyc.gov/payonline
Critical: Online form submission alone is insufficient. You MUST mail the signed paper copy to HPD.
Common Mistakes to Avoid
❌ Sending payment to HPD instead of DOF
❌ Assuming online submission = complete registration
❌ Using P.O. Box for managing agent (must be physical NYC street address)
❌ Missing owner or managing agent signatures
❌ Incomplete ownership disclosure information
Why This Matters
HPD uses registration information for all official notifications and emergency communications. Outdated contact information means missing critical city communications during emergencies, violations, or required corrective actions.
The registered managing agent has legal responsibility for building maintenance and must have a reachable NYC contact—if your agent leaves or moves, you have 8 days to file a new designation with HPD.
Strategic Timing
Forms are available NOW in the PROS system. Property managers overseeing multiple buildings should start immediately as completing registration in May or June prevents the late August scramble when processing delays occur and builds lose capacity to other applicants.
Distinct From DHCR Registration
HPD registration (all multi-family, due September 1) is separate from DHCR registration for rent-stabilized apartments (due July 31). Buildings with rent-stabilized units must comply with BOTH.
Don’t wait until August. The portal is open now. Complete registration in May or June, then confirm confirmation within a month, leaving time to address any issues before September 1.
