
UPDATE April 22, 2025: There is now an extension to two deadlines: Local Law 84 is extended through June 30, 2025 – no action is needed. Local Law 97 is extended through August, 29, 2025, as long as certain conditions are met and a request is submitted through the LL97 Portal. If approved, Local Law 84 can be extended to this date as well.
As May approaches, several critical NYC compliance deadlines are fast approaching, especially for buildings over 25,000 square feet. If you’re a property owner or manager, now is the time to double-check your compliance calendar and ensure filings, upgrades, and inspections are wrapped up and submitted.
To help you stay ahead, we’ve compiled a quick guide to the most pressing deadlines, including Local Law 97, Local Law 88, Local Law 84, and more. Several of these are due by May 1, so don’t delay.
Local Law 97 – Carbon Emissions Report Due (May 1)
Local Law 97 requires most buildings over 25,000 square feet to submit their first annual greenhouse gas emissions report by May 1, 2025, covering data from 2024.
In addition, buildings that fall under the prescriptive compliance path (Article 321) must also submit a one-time report confirming installation of required emissions-reduction measures.
Failing to comply can result in significant penalties: $268 per metric ton of CO₂e over the building’s emission limit.

Local Law 88 – Lighting and Sub-Metering Report Due (May 1)
Local Law 88 requires buildings over 25,000 square feet to upgrade interior lighting to energy-efficient systems and install sub-meters in tenant spaces.
Buildings must file a Local Law 88 report by May 1, 2025, often in conjunction with their LL97 submission.
Local Law 84 – 2024 Benchmarking Report Due (June 30)
As of April 21, 2025, the DOB has extended the annual energy benchmarking report under Local Law 84 deadline to June 30, 2025. This applies to most buildings over 25,000 square feet, which must submit energy and water usage data for calendar year 2024.
Benchmarking isn’t just a formality; it’s the data foundation used to enforce Local Law 97 and assess building performance across the city.

Local Law 157 – Natural Gas Detectors in Residential Properties (May 1)
By May 1, 2025, all residential buildings using natural gas must complete the installation of approved natural gas detectors.
This life-safety requirement applies to buildings where natural gas piping or appliances are present in residential units.

End of Heat Season (May 31)
While not a filing deadline, it’s worth noting that May 31 marks the official end of NYC’s Heat Season for the 2024–25 winter.
From October 1 to May 31, landlords are required to maintain specific minimum temperatures inside apartments. Now is a good time to review heating system performance, plan maintenance, and prepare for inspections if any heating complaints were filed.
