
If you own or manage residential buildings in New York City, your Multiple Dwelling Registration (MDR) is due by September 1, 2025. While the deadline may seem far off, MDRs require several steps, including physical signatures and mailing, so now is the time to start.

Who Is Required to File a Multiple Dwelling Registration?
Under NYC Housing Maintenance Code, you must file an MDR if you are:
- The owner of a residential building with three (3) or more units
- The owner of a 1- or 2-unit dwelling where you or your family do not reside
- A managing agent or representative acting on behalf of the owner
MDRs must be filed annually and anytime there is a change in the information on a registration, such as ownership, managing agent, or business address.

How to File Your MDR
Even though the form can be generated and edited online through HPD’s Property Registration Online System (PROS), it still must be:
- Printed
- Signed by both the owner and managing agent
- Mailed or hand-delivered to HPD
- Accompanied by a $13 registration fee, payable to NYC HPD
It’s worth repeating that HPD does not accept scanned or electronically signed forms – only original signatures are required.
Why Timely MDR Filing Matters
Failure to register can result in serious penalties and restrictions:
- Civil penalties of $500–$1,500 for buildings with five units or fewer
- Civil penalties of $1,000–$5,000 for buildings with more than five units
- Ineligibility to:
- Request a Code Violation Dismissal
- Certify existing violations
- Initiate eviction proceedings for nonpayment of rent
If HPD issues an Order to Register, the only way to resolve it is to complete the MDR. Once received and processed, the violation is cleared.
