While building compliance may feel quiet during the summer, it’s actually the perfect time to plan ahead and schedule inspections. With major deadlines looming in August and beyond, checking in with your compliance management now means you can avoid the scramble that hits right before the holiday season.
We specialize in the proactive approach and managing these critical deadlines for property managers and owners across the city, helping you stay compliant and avoid costly last-minute rushes.
Why Act Early?
Inspection companies and licensed vendors often get completely booked up in the final two months of the year as everyone scrambles to meet NYC’s annual compliance requirements. For example, while gas piping inspections aren’t due until later in the year, doing them now ensures they’re ready for heat season in October. Scheduling inspections now ensures you:
- Lock in your preferred vendors and avoid scheduling headaches
- Meet deadlines comfortably, avoiding penalties
- Avoid the last-minute chaos that so often happens at the end of the year
With benchmarking extensions and new emissions rules set to wrap up soon, taking action now positions your buildings ahead of upcoming enforcement measures.
Key Summer Deadlines:
August 9, 2025: Local Law 31 XRF Lead Paint Testing
All residential buildings built before 1960 and certain newer buildings with known lead-based paint must conduct one-time XRF testing of all rental units and common areas.
- Must be done by an EPA-certified lead inspector
- Includes vacant units and common areas
- Failure to comply can lead to Class “C” hazardous violations and $1,500/unit penalties

August 29, 2025: Benchmarking and Local Law 97 Extensions
If you submitted (and got approved) for an extension, NYC’s energy and emissions laws Local Laws 84 and 97 are due in late August. Staying ahead now ensures you’re not caught in the rush.
Other Key Compliance Dates on the Horizon
Here’s a snapshot of major upcoming milestones from NYC’s compliance calendar:
- September: HPD Multiple Dwelling Registrations due; owners must mail in original forms with wet signatures to remain compliant.
- October: Start of the NYC heat season and replacement of energy efficiency score labels.
- November: Annual cooling tower certifications.
- December: The busiest month of the year! Periodic and CAT 1 elevator inspections, boiler inspections, water tank & RPZ inspections, annual lead paint and allergen hazard inspections, bedbug reports, parapet observations, parking structure inspections, and retaining wall inspections are all due before the end of the year.
